After the opening address by Dr. J. W. Cook, chairman of the meeting, who welcomed the participants and outlined the programme of speakers, Professor Michael Polanyi of Manchester University, chairman of the Committee on Science and Freedom, spoke on the background and activities of the Committee and showed how the apartheid issue fitted into the series of 'campaigns' which the Committee has fought on behalf of academic freedom.

How can a partial, revisable utopia of ‘decent society’ be used as a yardstick for assessing today’s impersonal forms of social integration? In economic life — this essay’s focus — Polanyi’s hopes that the ‘economic system’ might cease ‘to lay down the law to society’ is a start. Recently, financial firms sold commodified promises and obligations on the allure of democratizing credit and providing financial ‘choice’ to millions. Yet these ‘civilities’ exploited people’s hopes for a dignified life. Any new, (...) partial utopia is yet to be devised. Maria Markus’s concept is useful to ask whether the instrumental-ism of macro-economic concepts is a distortion of the institutions of money or intrinsic to them. The eminent philosopher of science Carl G. Hempel, Stuart Professor of Philosophy at Princeton University and a Past President of the American Philosophical Association, has had a long and distinguished academic career in the course of which he has been professorial mentor to some of America's most distinguished philosophers. This volume gathers together twelve original papers by Hempel's students and associates into a volume intended to do homage to Hempel on the occasion of his 65th year in 1970. The papers (...) are grouped around the unifying topic of Hempel's own interests in logic and philosophy of science, the great majority dealing with issues on inductive logic and the theory of scientific explanatio- problems to which Hempel has devoted the bulk of his outstandingly fruitful efforts. With the approach of 'Peter' Hempel's 65th birthday, an editorial committee sprang into being by an uncannily spontaneous process to prepare to commemorate this event with an appropriate Festschrift. This collection of essays, assembled by Marjorie Grene, exemplifies the development of Polanyi's theory of knowledge which was first presented in Science, Faith, and Society and later systematized in Personal Knowledge. Polanyi believes that all knowing involves movement from internal clues to external evidence. Therefore, to explain the process of knowing, we must develop a theory of the nature of living things in general, including an account of that aspect of living things we call "mind." I propose to bring fresh evidence here for my theory of knowledge and expand it in new directions. We shall arrive most swiftly at the centre of the theory, by going back to the point from which I started about twenty years ago. Upon examining the grounds on which science is pursued, I saw that its progress is determined at every stage by indefinable powers of thought. No rules can account for the way a good idea is found for starting (...) an inquiry; and there are no firm rules either for the verification or the refutation of the proposed solution of a problem. Rules widely current may be plausible enough, but scientific enquiry often proceeds and triumphs by contradicting them. Moreover, the explicit content of a theory fails to account for the guidance it affords to future discoveries. To hold a natural law to be true, is to believe that its presence may reveal itself in yet unknown and perhaps yet unthinkable consequences; it is to believe that such laws are features of a reality which as such will continue to bear consequences inexhaustibly. I hope that it will become clear in the course of this paper what I mean by calling some elements of science unaccountable. Let me now say only that I shall speak of the contributions made to scientific thought by acts of personal judgment which cannot be replaced by the operation of explicit reasoning. I shall try to show that such tacit operations play a decisive part not only in the discovery, but in the very holding of scientific knowledge.
